RBI, IFSCA & other

IFSCA consolidates insider-trading and market-manipulation rules into a single Market Abuse framework for GIFT City. The IFSCA (Prohibition of Market Abuse in Securities Markets) Regulations, 2026, gazetted 5 September and reported this week, bring insider trading and fraudulent/manipulative trade practices under one regulation for the IFSC, replacing the SEBI (Prohibition of Insider Trading) Regulations, 2015 and SEBI (Prohibition of Fraudulent and Unfair Trade Practices) Regulations, 2003 that had applied there by reference. The rules define "connected person," "insider," "material non-public information" and "mule account," restrict communication of MNPI to legitimate/duty-bound purposes, and expressly prohibit price/benchmark manipulation, artificial demand, circular trading and spoofing (repeated order placement and cancellation with no intent to execute). IFSCA can warn, censure, or suspend or cancel a regulated entity's registration for violations. In force from the date of gazette publication. IFSCA gives credit rating agencies more flexibility to withdraw ratings. A circular dated 8 September (Ref. IFSCA-CMIR/1/2026-CMIR), issued to all IFSC-registered CRAs and recognised stock exchanges, amends paragraph 18.2 of the Master Circular for Credit Rating Agencies in the IFSC to permit withdrawal in additional situations set out in a CRA's own board-approved policy, not only the previously enumerated circumstances.
