SEC proposes new capital-formation exemptions for crypto asset offerings. The Commission proposed "Regulation Crypto Assets," creating a one-time exemption for offerings up to $5 million over a four-year period and a recurring track permitting up to $75 million per 12-month period with enhanced disclosure, both without full registration. Chair Paul Atkins said the package is meant to "facilitate capital formation and allow crypto asset innovation to flourish in the United States." SEC approves NYSE delay of its sub-$0.25 automatic-delisting rule to July 2027. Under NYSE Listed Company Manual Section 802.01C, a listing whose closing price falls below $0.25 triggers immediate trading suspension and delisting proceedings. The Commission granted accelerated approval of NYSE's amendment (SR-NYSE-2025-43) pushing the rule's effective date from 1 October 2026 to 1 July 2027, giving affected issuers more time — e.g., to execute reverse splits — before the threshold applies. The 60-day comment window on the SEC's proposed rescission of the trade-through rule (Rule 611) and the locked/crossed-markets prohibition (Rule 610(e)) — docket S7-2026-20 — closed 17 August with no Commission action yet; a Committee on Capital Markets Regulation letter arrived on the deadline. FOMC minutes from the 28–29 July meeting are due 19 August; the next meeting is 15–16 September.
