Texas Stock Exchange lets new ETF listings open in the pre-market. An immediately-effective rule change (SR-TXSE-2026-024, Federal Register notice 8 September) amends TXSE Rule 11.022 so a newly listed ETP begins trading at the start of the Pre-Market Session rather than waiting for an IPO Auction, unless the issuer elects the auction instead; comments are due 29 September. TXSE extends its own opening and closing auctions to stocks listed elsewhere. A companion immediately-effective filing (SR-TXSE-2026-025) lets the exchange run its 9:30am and 4:00pm auctions in UTP securities it designates, widening TXSE's price-discovery role beyond its own listings. SEC filing
FINRA proposes a fraud-hold rule for all customer accounts. New Rule 2166, filed with the SEC (SR-FINRA-2026-018; Federal Register notice of filing 9 September) alongside amendments to Rules 0150, 2165 and 4512, would let member firms delay a suspected fraudulent disbursement or transaction by up to five business days for any customer, not only seniors.
